"A driver must be caught on camera speeding 16 or more times in a single year [to] qualify as a super-speeder." If you're that reckless of a driver, requiring Intelligent Speed Assist is the bare minimum. TBH, your car should be impounded and your driver's license canceled.

"The device...is a small box affixed to the dashboard that uses GPS to identify the speed limit—25 mph or less on most local streets, and higher on highways—and caps the driver slightly above it." Install these on every car. It's supposed to be a speed LIMIT, FFS.

Hear me out: all vehicles should be speed limited by design. Why are automakers allowed to sell products that are designed to break the law? Where can you legally drive at 120 MPH? Why is this even possible?
